Why would Iran sympathize with Iraq? You do remember that they were at war for some time?

Iraq is full of them because they keep coming from Iran.
Except that most of them did not come from Iran but were born in Iraq itself. That´s why it´s called an insurgency.
BUt hey, try to secure Iraq first, compared to Iran, that´ll be a walk in the park.
